Why is Surveillance on Internet so Important for National Security?

Internet is a powerful vehicle for mankind to express thought, exchange ideas, and show off freely. On Internet, there is no discrimination of race, religion, gender, social class, and age. It is a new realm for everyone to take his own adventure. On the other hand, in this virtual space there is no bondage of law, tradition, custom, shariah…etc. Everyone can create new idea, thought for his own sake.

Another feature on Internet is anonymity. At this moment only a few people will use their true name to express every bit of thought on Internet. People like to do that because there is still close link between this virtual space and real world. In order not to offend law, custom, or shariah, it is quite common to express one’s opinion without real name.

Why is Internet so influence? The head of kidnapping gang, Chang Hsi Ming, was finally captured after he was shot by police on 13^th July 2005, ending his 10 years on the run. He made a headline when he escaped in July 2004, after a dramatic shootout with police, which could come straight out of (action-thriller) movies. He topped the list of the Taiwan's most wanted man because of his kidnappings, escapes, and gun battles with police. Last July, he broke out of the siege by 1,000 policemen, dodging 3,000 bullets and successfully escaped which plunging the Taiwan into fear and shock.

Chang kidnapped many businessmen since 1995 (for ransom.) He even collected 391 million Taiwan dollars (approximately USD12.7 million) by kidnapping seven wealthy folks for ransom. Criminal Investigation Bureau (CIB) of Taiwan located his hideout last month. CIB used the high tech network investigation and forensics system, E-Detective developed by Decision Group to track down Chang. Chang revealed his identity in Internet when he went online in IM and playing online games. CIB After a month of preparation arrested Chang and his bodyguard, Lin Tai Heng after a gun battle who hid in a house in Shalu Township, Taichung County.

How to Maintain a More Stable Society for National Progress and Solidarity

Recently there are several instances of uprising in Middle East countries. For the past 40 years, we saw such similar sceneries, and learned lots of lesson from those. The model of these uprisings from Somalia, Iraq, and Afghanistan…etc was quite similar:

First, large protect movement by mob was invoked by opposition party against government. With more and more confrontation and discontent, frustrated mob initiated violent riot everywhere in order to threaten police and paralyze the entire society.

Second, government will try to restore social order by military curfew, freezing lots of activities, and distributing allotment in different community to control situation. In each community, people will also discriminate themselves into different sects by ethic or religion. Worse case is the withdrawal of elites and foreign investment.

Third, eventually the result, whether government was there or not, was more ruin, poverty, hunger, and violence than before. Most business activities were just halted because there was no law or order. Everybody, anti government or pro-government, were all losers.

She clearly stated that revolution by such blind mob protest movement cannot guarantee the establishment of democratic government and social justice based on her experience in Ukraine several years after revolution.
